Default IH 340 Utility Has No Spark

Installed new points, condenser, rotor and coil. Still no spark at the spark plugs. Cleaned the contacts in the distributor. Checking with battery charger on battery. Have 8 volts at battery side of coil.
    Any ideas?

Chances are your points are closed. Check to see that they are opening properly. When open, the coil (+) will read full voltage. Sounds normal.

If you are not getting spark out of the coil wire (hold it to ground while you crank) but ARE getting DWELL at the (-) terminal of the coil, your condensor is bad or your coil is bad. There is no third option. Normal coil primary resistance is about 1.5 ohms, and it sounds like you have that, or else you would get more than 8 volts at the (+) terminal.
